IPA - Independent Police Auditor - morphs into IPO - Internal Police Observer

We have been talking Fresno Independent Police Auditor for years because of repeated reports of cop

During recent Mayoral election the winner Ashley Swearengin promised an IPA. She recently held
a community forum where we spoke out.
